Parental rights group claims child welfare laws unfairBy Kathianne BonielloPoughkeepsie Journal Foster parents, grandmothers, mothers who've had their children taken away by social services: they all marched together Monday calling for changes at Dutchess County Child Protective Services. It was the third rally since June organized by the local chapter of Families at Risk, a group advocating parental rights. Families at Risk has called for more strict guidelines in cases where children are taken from their parents. Officials at the Dutchess County Department of Social Services did not return a call for comment Monday afternoon. Debbie Lefebvre, a Hyde Park resident, is vice president of the local chapter of Families at Risk. ''There are families being broken up needlessly,'' Lefebvre said as she and about 25 others marched from the U.S. Post Office on Mansion Street to the county courthouse on Market Street. The Child Protective Services agency has been under scrutiny for more than a year. Critics have called for reforms in how the agency handles child abuse complaints, especially after the 2001 beating death of a Hyde Park toddler at the hands of his mother and her live-in boyfriend. In June, CPS told the Dutchess County Legislature progress was being made to reform the agency. And in July, the Legislature voted to allocate more funding for the agency. Balancing act Child protection systems around the country typically struggle to find the right balance between protecting children from abuse and keeping families intact. Officials in Dutchess have said overloaded caseworkers have made it difficult to impose reforms and retain knowledgeable employees. Johnnie Moore, a City of Poughkeepsie resident and foster father of 12 children, took part in the rally. Moore said several of his foster children were removed from his home last year without cause. ''It's horrendous,'' he said. ''There needs to be checks and balances.'' Linda Jackson, a West-chester County resident, came to the Poughkeepsie rally representing her daughter. Jackson's grandchildren were taken from their mother by authorities in Westchester. ''It's happening all over -- it's in every county,'' Jackson said. Jackson was one of several grandparents at the rally and one of those representing other counties. People from Erie and Suffolk counties also attended. |
